2. The purposes of the Club are to promote the amateur sport of dinghy sailing in Chiswick and community participation in the same.

3. The Officers of the Club shall consist of a Commodore, Vice Commodore, Hon. Secretary, Hon. Treasurer, and Hardmaster. The Committee shall consist of the above officers and three other members. Any four Committee members shall form a quorum.

4. In addition to the officers of the club there shall be two officials: the master of weights and measures; and the master of the sums. They shall be appointed by the Committee, and may or may not be members of it.

5. All officers and members of the Committee except the Commodore and Vice Commodore shall retire annually, but shall be eligible for re-election at the AGM of the Club to be held at a convenient day in February or March. At every second AGM a new Vice Commodore shall be elected who shall hold office for one year after which he shall become Commodore for two years and then Vice Commodore again for one year.

Membership
6. Membership of the Club shall be open to anyone interested in the sport on application regardless of sex, age, disability, ethnicity, nationality, sexual orientation, religion or other beliefs. However, limitation of membership according to available facilities is allowable on a non discriminatory basis.

7. The Club may have different classes of membership and subscription on a non discriminatory and fair basis. The Club will keep subscriptions at levels that will not pose a significant obstacle to people participating.

8. The Club Committee may refuse membership, or remove it, only for good cause such as conduct or character likely to bring the Club or sport into disrepute. Appeal against refusal or removal may be made to the members.

9. There shall be four classes of membership:

Full Membership.
10. The Committee shall have the power to elect candidates who shall be proposed and seconded to full membership by a unanimous vote. Full Members shall be entitled to vote at General Meetings.

Social Membership.
11. The Committee shall have the power to elect candidates as for Full Membership. Social Membership is intended for individuals and families who would like to support the Club and participate in its events but who do not intend to become active sailors. Social Members shall not be entitled to vote at General Meetings.

Honorary Membership.
12. Honorary Members shall be elected by a unanimous vote at a General Meeting. Honorary Members shall be entitled to vote at General Meetings.

Associate Membership.
13. Associate Membership has been replaced by Social Membership but Associate Members may retain their status if they so wish. They shall not be entitled to vote at General Meetings.

14. The family (partner and children under eighteen) of a member shall be entitled to enjoy all the activities of the Club as if they were members in their own right except that they shall not be entitled to vote. No additional subscription is payable in respect of the family privileges.

15. There shall be meetings from time to time at a place to be arranged by the Committee, open to all classes of members at which matters of Club and mutual interest may be discussed and Club events suggested and organised.

Property and Funds
16. The property and funds of the Club cannot be used for the direct or indirect private benefit of members other than as reasonably allowed by the Rules and all surplus income or profits are reinvested in the club.

17. The Club may provide sporting and related social facilities, sporting equipment, coaching, courses, insurance cover, medical treatment, away-match expenses, post match refreshments and other ordinary benefits of Community Amateur Sports Clubs as provided for in the Finance Act 2002.

18. The Club may also in connection with the sports purposes of the Club:

(a) sell and supply food, drink and related sports clothing and equipment;

(b) employ members (though not for playing) and remunerate them for providing goods and services, on fair terms set by the Committee without the person concerned being present;

(c) pay for reasonable hospitality for visiting teams and guests;

(d) indemnify the Committee and members acting properly in the course of the running of the Club against any liability incurred in the proper running of the Club (but only to the extent of its assets).

19. The Committee will have due regard to the law on disability discrimination and child protection.

20. The Committee shall arrange sporting events, both afloat and ashore, with the object of providing interest and enjoyment for members, advancing the art of small boat handling, etc..

21. The Annual Subscription for the several classes of membership for any year, if not identical with the previous year, shall be determined by the members at a General Meeting after due notice has been given, and a motion proposed by a member of the Committee.

22. Subscriptions shall be paid to the Hon. Treasurer within 30 days of the AGM and failure to observe this rule shall render the member liable to loss of membership.

23. Any addition or alteration of these rules shall be by majority vote at an annual or extraordinary General Meeting.

24. An extraordinary General Meeting shall be called on the request of at least five members of the Club.

25. Any person taking part in a Club event is responsible for his/her own safety and the safety of his/her crew and boat. Personal buoyancy shall be worn by any person aboard a boat taking part in a Club event; this requirement may be waived for a particular event by the officer of the day in agreement with Committee members present.

26. The Committee reserves the right to request that a boat taking part in a Club event undergoes a buoyancy test.

27. All boats taking part in Club events shall be insured against damage to third parties.

28. Club races shall normally be sailed under the current IYRC rules except where they may be modified by the sailing conventions of the Club, or the Officer of the Day with the agreement of Committee members present.

29. Members shall be entitled to fly the Club Burgee.

Winding Up
30. The members may vote to wind up the Club if not less than three quarters of those present and voting support that proposal at a properly convened general meeting.

31. The Committee will then be responsible for the orderly winding up of the Club's affairs.

32. After settling all liabilities of the Club, the Committee shall dispose of the net assets remaining to one or more of the following:
(i) to another Club with similar sports purposes which is a registered charity and/or
(ii) to another Club with similar sports purposes which is a registered CASC and/or
(iii) to the Club's governing body for use by them for related community sports.
Priority
33. Where there is any conflict between any of the above Rules ("key Rules") and any other rule or rules the key Rule(s) will take priority. Interpretation of all the Rules must be consistent with the statutory requirements for CASCs (which means Community Amateur Sports Clubs as first provided for by the Finance Act 2002)
